With reference to your below query, please be advised that the Court has a dual jurisdiction: it decides, in accordance with international law, disputes of a legal nature that are submitted to it by States (jurisdiction in contentious cases), and it gives advisory opinions on legal questions at the request of the organs of the United Nations or specialized agencies authorized to make such a request (advisory jurisdiction). It has no jurisdiction to try individuals accused of war crimes or crimes against humanity. As it is not a criminal court, it does not have a prosecutor able to initiate proceedings. This task is the preserve of national courts, the ad hoc criminal tribunals established by the United Nations (such as the United Nations Mechanism for International Criminal Tribunals (MICT), International Criminal Tribunal for the former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR)) or in co-operation with it (such as the Special Court for Sierra Leone)), and also of the International Criminal Court, set up under the Rome Statute.

The Khojaly tragedy was the killing of at least 613 ethnic Azerbaijani civilians from the town of Khojaly on 26 February 1992. According to the Memorial Human Rights Center, Human Rights Watch and other international observers, the massacre was committed by the ethnic Armenian armed forces, reportedly with help of some military personnel of the 366th CIS regiment, apparently not acting on orders from the command. The death toll claimed by Azerbaijani authorities is 613 civilians, including 106 women and 63 children. The event became the largest massacre in the course of the Nagorno-Karabakh conflict.
I want to know: When will the criminals be punished severely for the deadly attacks?
